U. S. STEEL BOARD AUTHORIZES NEARLY $3 BILLION INVESTMENT IN NEW HOT STRIP MILL AT MON VALLEY WORKS
October 22, 2026

PITTSBURGH, October 22, 2026 – U. S. Steel’s Board of Directors has approved full funding for a nearly $3 billion investment in a new hot strip mill at the company’s Mon Valley Works – Edgar Thomson Plant near Pittsburgh.

The investment will replace aging equipment with modern steelmaking technology, increasing annual production capacity from approximately 2.2 million tons to approximately 3.5 million tons and expanding the range of steels U. S. Steel can produce for customers. Construction will begin after necessary permits are received, with initial production expected in late 2029. U. S. Steel continues to engage with regulators throughout the permitting process and appreciates the community’s interest in the project. The company is committed to transparency and keeping the community informed as the process moves forward.

A Long-Term Investment in the Mon Valley

“For generations, the Mon Valley has built America, and steel has built lives here,” said David Burritt, President and CEO of U. S. Steel. “This nearly $3 billion investment is about making sure that story doesn’t just continue but gets even stronger. We are bringing world-class technology to the Mon Valley, creating new capabilities for our customers, and strengthening American steelmaking for the next generation. There are moments when an investment can change the trajectory of a company and a community. This is one of those moments. We are building the future of steel right here in the Mon Valley.”

The project’s significance extends beyond the mill, with implications for jobs, local businesses and the region’s industrial future.

“My Administration has been working hard to ensure the future of American steelmaking runs through Western Pennsylvania — and this nearly $3 billion investment in the Mon Valley will keep thousands of jobs here in our Commonwealth and create real opportunity for future generations of Pennsylvania steelworkers,” said Pennsylvania Governor Josh Shapiro. “The hardworking men and women of the steel industry built our country and fueled Pennsylvania’s rise, and my top priority is fighting for them and bringing investments like this one to the Commonwealth. I will continue to support the growth of the steel industry, organized labor, and the workers who get stuff done.”

The investment’s benefits are expected to reach across Pennsylvania, supporting thousands of jobs and generating up to $1.7 billion in economic impact over three years.

“This is exactly what we fought for: real investment, good-paying jobs, and a strong future for American steelmaking in the Mon Valley,” said U. S. Senator Dave McCormick (R-PA). “This is a major step toward delivering on the promises of the U.S. Steel–Nippon Steel partnership. Thanks to President Trump’s leadership, we secured a historic agreement, and now we’re seeing that commitment turn into action. The Mon Valley helped build America, and with this investment, Pennsylvania steelworkers will help build its future.”

Modernizing Steelmaking

A hot strip mill transforms steel slabs into thin coils used to manufacture products including vehicles, appliances and construction materials. The new mill will reduce waste, use less energy and give U. S. Steel greater flexibility to meet customer needs.

New walking beam furnaces and an in-line slab sizing press will make the mill more efficient from reheating through production. By using less fuel, eliminating a cutting step and reducing scrap, these advanced capabilities make our operations more efficient while helping us deliver the consistent quality and reliability our customers count on.

“The steel this country needs for the future is coming to the Mon Valley today,” said Scott Buckiso, U. S. Steel Executive Vice President and Chief Manufacturing Officer. “This investment gives us the chance to produce steel for products that will be in demand for decades to come and compete across the automotive, appliance and line pipe markets like never before.”

Economic Impact in Pennsylvania

An economic impact study from Parker Strategy Group estimates the project will support between 5,100 and 6,300 jobs across Pennsylvania and generate between $46 million and $58 million in state and local tax revenue over three years. Those jobs would be in addition to the 13,687 jobs U. S. Steel currently supports in the state.

Beyond the Hot Strip Mill

Separate from the hot strip mill project, construction is underway on an approximately $100 million slag granulator at Edgar Thomson Plant. The system will cool and process blast furnace slag in a closed system, turning a steelmaking byproduct into material that can be used in cement and construction while reducing open-pit processing, landfill use and related emissions.
